Patrick has over 14 years of experience in design, bidding and construction administration of projects for the City of Houston (COH) and Municipal Utility Districts (MUDs) in the greater Houston area. He has extensive experience as District Engineer or Assistant District Engineer for numerous MUDs. His responsibilities include client relations, city and county interaction, infrastructure design, business development and mentoring of staff. Patrick’s experience includes attending monthly board meetings, District bond authorization reports and bond authorization elections, Texas Commission on Environmental Quality (TCEQ) bond issues, surplus funds and change of scope requests (bond issues), maintenance tax elections, coordination of ground/elevated storage tank (GST/EST) and hydropneumatics tank (HPT) annual hatch and full Inspections, feasibility studies (annexations), coordination with surveyor for District boundary map and metes and bounds update (annexations), coordinating with Attorneys for COH submittal (annexations), utility capacity requests, site plan reviews, long term capital project and maintenance plans, water plant and wastewater treatment plant (WWTP) capacity and line capacity analysis and planning, payment in lieu of taxes (capital contribution) calculations, annual audits, annual insurance review and renewal, detention pond monthly inspections, municipal separate storm sewer (MS4) storm water management program (SWMP) creation, revisions and annual review, attended West Harris County Regional Water Authority and North Harris County Regional Water Authority on District's Behalf, WWTP re-rating, water and sewer rate analysis, construction administration including pre-bid, bid opening, pre-construction meetings, pay estimate review and approval, change orders, requests for information (RFIs), and monthly status meetings.
