Jimmy has over 24 years of experience in design and civil engineering for public works projects. He manages the design, bidding, and construction administration of water and wastewater projects, as well as other public infrastructure improvement projects, for Cities, Water Control and Improvement Districts (WCIDs), and Municipal Utility Districts (MUDs) in Harris, Montgomery, Brazoria, Fort Bend, and Liberty Counties. His responsibilities include client relations, city and county interaction, attending monthly board meetings, infrastructure design, and mentoring of staff. Jimmy's experience includes analysis and design of water and wastewater infrastructure, including sanitary sewer collection systems, water distribution systems, sanitary lift stations, groundwater treatment plants/booster pump stations with elevated storage, and wastewater treatment plant improvements, with a strong focus on the rehabilitation and expansion of existing infrastructure of developed and still developing MUDs and Cities. As part of these infrastructure improvement projects, Jimmy's duties also stretch into construction administration including holding pre-bid meetings, bid opening meetings, pre-construction meetings, as well as performing pay estimate and change order review and approval, addressing requests for information (RFIs), and attending monthly status meetings. He has extensive experience as District Engineer for numerous MUDs and WCIDs. Jimmy has aided Districts in the election of bond funds into place for future capital improvement projects, prepared multiple Texas Commission on Environmental Quality (TCEQ) bond issues, prorated surplus funds and change of scope requests (bond issues), coordinated with surveyor for District boundary map and metes and bounds update (annexations), coordinated with Attorneys for COH submittal (annexations), developed long term capital project and maintenance plans, performed water plant and wastewater treatment plant (WWTP) capacity and line capacity analysis and planning, and developed and analyzed payment in lieu of taxes (capital contribution) calculations. Jimmy also serves as a Director on the Harris County MUD 213-B Board.
