Bill directs LJA’s Coastal Engineering efforts applying over 25 years of experience to analyze coastal forces, effects of storm surges, and waves and currents. Under his purview, his team designs flood conveyance systems, shore protection measures, and construction oversight on stone revetments and breakwaters, bulkheads, levees, dredging and dredged material placement, marsh and dune restoration, and scour protection for coastal structures, including state highways. Fiercely protective of our state’s resources, Bill believes that our precious natural resources must be safeguarded for the benefit of all Texans. In the wakes of hurricanes Ike, Rita, and Katrina, Bill evaluated the extent of storm damage accumulating valuable “lessons learned” to aid in the protection of natural resources and infrastructure. A published author, he co-wrote Texas’ Coastwide Erosion Response Plan (CEPRA) and served as the first director of the statewide program for the Texas General Land Office. On a personal level, Bill is very active in his community and was a 2014 candidate for Austin City Council. For over 20 years, he has volunteered as a basketball referee through the Austin Basketball Officials Association. He is active in the Society of Naval Architects and Marine Engineers, Marine Technology Society, American Shore and Beach Preservation Association, and Ocean Engineering Honor Society.
