Carol Bellinger, SR/WA, R/W-RAC

Associates Degree, Arts, Pierce College

Carol is LJA’s Director of Business Development for Right-of-Way Services. She works directly with Central Texas Public Infrastructure Division, focusing on enhancing Right-of-Way (ROW) capabilities to our clients and maintaining an effective company-wide ROW business. She collaborates across LJA markets to continue the growth of ROW services in oil and gas, power, and water transmission where clients find value in streamlining their service delivery. Carol is recognized throughout the industry for her skills in managing large scale complex public infrastructure improvement projects and in implementing the provisions of numerous acquisition and relocation plans, ensuring compliance with all applicable Federal, State and Uniform Relocation Act requirements and regulations.

Brady Baggs, PE

Bachelor of Science, Civil Engineering, Texas A&M University

Brady has over 12 years of civil engineering experience in single family, multi-family, commercial, federal, and municipal projects, primarily in San Antonio and central Texas areas. He has been valuable to clients in assisting with project planning and programming, preparing master plans and upfront feasibility/site assessment studies, civil construction documents, engineer’s opinion of probable construction cost, and specifications. He also guides projects through the permitting, bidding, construction administration, and construction observation phases. Brady’s comprehensive expertise covers project management, design reviews, supervising personnel, estimating labor, establishing schedules, coordinating with sub-consultants, creating contingency plans, and maintaining budgets.
