James S. Wiegert, PE

Bachelor of Science, Civil Engineering, State University of New York at Buffalo

Jim joined LJA in 2018 bringing more than 25 years of experience as a Client Manager and Project Director with a demonstrated history of working in the land development industry. He provides engineering and entitlement services for developers of single-family residential master planned communities supporting zoning, development agreements, PID and TIF creation. Jim oversees and manages the planning, design, and construction of master planned communities for the North Texas Land Development division. He also serves as the District Engineer for 13 special purpose districts where he is responsible for district creation, engineering reports for bond issuance, construction administration, and construction management services. He is a registered professional engineer in Texas and Oklahoma.

Kyle F. Salzman, PE

Bachelor of Science, Civil Engineering, Texas A&M University

Kyle has 18 years of experience in civil engineering design and management. Utilizing his engineering and business acumen, he has been successful leading project teams for land development projects throughout the region. He is skilled at entitlements, public presentation, land development engineering design, client and project/program management of large multi-disciplinary teams. He works as a well organized, well coordinated team member and leader to deliver projects that meet the Client’s objectives. His experience includes feasibility studies, creation of construction plans and documents for paving, grading, and utilities for commercial sites and residential subdivisions, surveying, and construction phase services. He leads regional marketing efforts, client-development activities, and serves as manager and mentor to staff members.

Donald B. Tounget, PE

Bachelor of Science, Civil Engineering, Texas Tech University

Donald has over 22 years of experience designing complex and multi-model transportation projects in Texas, Arizona, California, and Alberta, Canada including multi-level urban interchange facilities, state, urban, and rural interstate highways, tolled facilities, and airports. Donald’s experience includes transportation planning, schematic and final roadway design, development of plans, specifications, and estimates, and utility coordination. He is active in many professional organizations including the Society of American Military Engineers, American Society of Civil Engineers, and American Council of Engineering Companies.
