Jeremy Russell, RPLS

Associate of Applied Science, Computer Aided Drafting Technology, Lamar University

Jeremy has over 20 years’ experience in the surveying field focusing on civil, structural, industrial engineering, and midstream oil and gas projects. He has performed and supervised a multitude of projects from initial planning stages to final deliverables. As Vice President of LJA’s Surveying sector, chief responsibilities include monitoring performance of office staff and field crews in multiple locations, finalizing budgets, and developing and maintaining client relations. He is proficient in the use of Micro Station and AutoCAD, as well as other surveying softwares including GEOPAK and TRIMBLE Geomatics Office. Jeremy is a member of the Texas Society of Professional Surveyors (TSPS) and is a past President of Chapter 6 – Deep East Texas.

Robert C. Hickman, PE

Bachelor of Science, Civil Engineering, Lamar University

Robert Hickman relies on over two decades of experience combining civil and mechanical engineering for energy-related projects. Designing facilities and supervising mechanical and structural installations for on shore and in marine environments, he has broad experience in the design of structural, mechanical, and civil works within the industrial sector including bulkheads, piers, bridges, rotating and static equipment, tanks, and process facilities. He has built a well-known reputation in the industry and among his peers, and he firmly believes that “when smart people who care work together then great things happen.” He is active in the American Society of Civil Engineers, American Society of Mechanical Engineers, Structural Engineering Institute, and the American Concrete Institute, and also serves on the state board of Texas Coastal Conservation Association where he sits on the Habitat Today for Fish Tomorrow committee.

Toby J. Davis, PE

Bachelor of Science, Civil Engineering, Lamar University

Toby has over 26 years of experience in the water and sewer industries, managing projects administered through the Texas Community Development Program, the Texas Water Development Board, and private funding agencies, as well as projects receiving funding through commercial bond sales. His experience includes sanitary sewer rehabilitation, new collection system construction, sanitary sewer lift stations, wastewater treatment and water treatment plants, and water supply wells. He has also provided expertise for the design of distribution systems, water system booster pump stations, elevated and ground storage tanks, potable water wells, and water system distribution system studies.
