Negotiating Successful Acquisitions

Cotton Gin Road is a rural, 2-lane road in poor condition in a rapidly growing portion of Hays County. The roadway project consists of widening the road, improving drainage, and resolving several low water crossing issues. LJA assisted with the acquisition of replacement easement for displaced utilities. Right-of-way acquisition services were contracted in December 2019 for up to 65 parcels.

Offers on Phase I, consisting of 23 parcels, began in May 2020 on the section with Texas GLO funding through a CDBG-DR grant. To date, apporximately 16 parcels have accepted offers and are headed to closing.

With a significant portion of the landowners preferred language being Spanish, LJA’s Maria Beltran, R/W-RAC, a bi-lingual ROW Assistant Project Manager, has been very instrumental in handling any title issues and keeping all parties informed throughout the acquisition process.

There will be several residential relocations on the 2nd phase of the project LJA will manage for the County. All offers are being made under the threat of eminent domain. At LJA, we are proud of our team’s perseverance and creative ability to resolve landowner objections and issues. While we are intent on acquiring all the right-of-way through negotiations, should they stall, whether through a disagreement on compensation or defects in title, we will begin the preparation of documents, pre-approved by Hays County’s attorney, necessary for timely eminent domain processing.
